Triglio General Store

Triglio takes its name from one of the chanteys that the fishers of Targos sing when they are hard at work: “Trig-lee-oh, lads, an’ ’oist upon the line/Trig-lee-oh, lads, an’ bring yon fishers in.” The store’s proprietor is Jestin Hunrae, a scarecrow-like fellow who fished the lake until his left hand was crushed in a collision with a boat from Termalaine. The only items he doesn’t sell are fishing and sailing supplies; in Targos, such goods are supplied by specialty crafters and merchants. All other common gear, including fishing poles and snowshoes, can be bought here.

Luskan Arms

The Luskan Arms exudes an air of faded grandeur and weary resilience, its weathered timbers steeped in history and neglect. The façade, once proud and intricate, now leans slightly under the weight of its years, the carved details of ships and sea creatures softened by time and frost. Inside, dim light filters through soot-streaked windows, casting shadows on walls adorned with aged tapestries and faded nautical maps. The flickering flames of a central hearth throw golden glimmers onto the tarnished brass fixtures, their warmth contrasting with the persistent chill seeping from the stone floors. Above, the ceiling beams sag under the burden of age, their dark wood carved with forgotten sailor’s prayers and symbols. Every step across the warped and creaking floorboards betrays the passage of unseen creatures below, and a faint tremor of life skitters within the walls.

The air inside is a heady blend of smoke, damp wood, and the faint, sour tang of spilled ale. A faint mustiness lingers, mingling with the acrid scent of burning peat from the fire. The quiet murmur of patrons in the common room is frequently interrupted by the sharp squeaks and scrabbling of rats in hidden corners, their presence a constant reminder of the inn’s decay. Occasionally, a draft rises from the cellar, carrying with it the cold, earthy smell of mildew and stone. The low, melancholic hum of Owenn Tarsenel’s voice drifts through the room as he shuffles between tasks, his demeanor as heavy as the oppressive, eternal winter that looms outside. This is a place where time feels suspended, where each sensory detail tells a story of a once-thriving sanctuary now clinging to survival against the relentless grip of Icewind Dale’s frost.

The Luskan Arms is the oldest public house in Ten-Towns, established back when Bryn Shander was still just "the camp on the hill" and Luskan was a thriving city. Many of the traders who came to Targos in those days hailed from Luskan, so the Luskan Arms was built to look like an inn that might be found in the City of Sails. As a result, much of the decor is nearly two hundred years old, reflecting Luskan as it was in the years before its decline. The inn has sturdy walls but rotten floorboards, and drafts come up into the common room from the cellar. The place is also infested with rats, which scurry between the walls at all hours of the night. The proprietor, Owenn Tarsenel (neutral human commoner), is a quiet, balding man who has sunk into a deep depression, fearing that summer will never return to Icewind Dale.

The largest guest suite in the Luskan Arms is occupied by the town speaker, Naerth Maxildanarr, who likes the inn because it reminds him of home and is a great place to meet visitors. Caged in his room are three flying snakes that he uses to deliver messages to his spies.

Three Flags Sailing

Tavern ran by Ethen Ma Tarbroul. She fusses over the fishers as if they were her children. Fishers come here after a long day for a bowl of stew and a quick pint before heading to bed. The atmosphere is subdued; the fishers are cold and tired and unsure about Icewind Dale’s future.

§ Details
11 Zhentarim hierarchy typically has one person at the top in a region as a kind of head honcho, and then lieutenants in every town. Likely Zhentrarim has replicated that structure here. In determining whether he is the Don or a lieutenant, the critical thing seems to be that lieutenants come to see the Don and nice vice versa. So you can probably conclude that if that is happening, he is at the top for the region and overseen by someone in Luskan. Naerth Maxildannar's birth is recorded in Targos, so he is a local. His parents died when he was a teenager.
11 There isn't much record in the local papers and journals about Naerth until he becomes Speaker in Targos a couple of years ago. He could have left and returned. He is known to be tight with Skath, the leader of the Targos militia.
06 Party goes to Targos#Luskan Arms and meets Owenn Tarsenal. They learn that Naerth Maxildannar occupies the second floor. Owen tells them how lots of people come and go to see Naerth, including Eddie Southwell. Right now, Shandar Froth is upstairs.
05 #MountainClimb Keegan tells of how Garret Velryn was on expedition to Kelvin's Cairn with Sparky to recover body of Oobok for Hruna and Garn the Hammer. Sparky's return can only mean bad things. Keegan says the party left from Caer Konig. Offers to connect Party to Owenn Tarsenal at the Targos#Luskan Arms. He is also a skrimshander and will share his art.
04 Players talked to Eddie Southwell(Sherriff’s son) at the front desk. He claims to not know about the snake. They go to talk to Duvessa Shane. She has not seen a snake, but note she and Eddie are the only people there right now. She also notes that flying snakes are often messangers used by Naerth Maxildannar. She shares her concern about the events of the night before and other towns rising up. Targos in particular. Naerth Maxildannar is a big concern. He is the opposite seat of political power on the council. Players asked her about Ravisin and Vernice. Duvessa Shane has not met Ravisin. She notes the townpeople talk about them as if they have magical powers. They control magical beings. Angry at the world. Players wondered about her concern of Targos, what they might do. She thinks they could declare war or Council of Speakers to censor her. Trying to win over other towns. Naerth Maxildannar often gets votes from Dougan's Hole and Good Mead. She thinks he is Zhentarim.
04 Players see Eddie Southwell leaving town and tell Duvessa Shane. She thinks he is going to Targos. While they are talking to her, simultaneously, Merken disappears on an errand.
03 #ColdHeartedKiller One dwarf is standing apart from the crowd. An older (F) shield dwarf named Hlin Trollbane with a nasty scar on her nose. She leads the players to an alley and tells them about the murders of two others before Bob. She believes it was the work of Torrga Icevein's bodyguard, Sephek Kaltro the sailor. There is something off about him. Hlin has been following them from town to town. Sephek Kaltro never wears a coat or gloves. Never cold. There is something about him. She will pay 100 gp each to capture him before the next murder. Her motivations are just to have them stop. Says not to trust the authorities. Thinks he did the murders in Targos and East Haven as well.
